At this size a bag is only a few hundred square centimetres of board, so the cost sits in the finishing rather than the paper. Foil, emboss and a proper ribbon are what make a small bag feel expensive.
Proportion matters more than at any other size: a 170 x 70 x 240mm bag with a short ribbon handle looks considered, the same bag with a long rope handle looks like a mistake.
